[ILL-L] Document Delivery to Community Users for a Fee - Databases?

For those of you that have some kind of service where you offer document
delivery services to community patrons for a fee (in our program they
pay an annual fee, plus a transaction fee each time they use a special
service like ILL or document retrieval) - how do you handle articles you
only have online?  

 

Do you deliver them electronically?  Print and fax/hold for pickup?
Find a print copy at another library and request it via ILL?  Or some
other option?

 

I would also like to know a little about the rationale behind your
policy, if you know it.
