Maureen,
It is my understanding that if you put 0 in your maxcost, you do NOT have to pay. The lending library should have sent you a conditional message asking you to increase your maxcost before sending you the articles, or canceled the request using the reason "cost exceeds limit."
The purpose of the maxcost field is to let the potential lender know how much you are willing to pay. If you indicate that you are willing to pay 0, and the lender supplies the item to you anyway, then they are agreeing to supply to you for free.
This used to be part of the OCLC ILL documentation, but I have searched and searched and cannot find it anywhere.

Hi!
I'm sure this has been addressed before - but how would you handle this situation?
We requested 2 articles from a "library" that is in OCLC. We looked in their policies directory and they did not list a cost for articles or loans. We put in our Max Cost field 0. They have now billed us for the articles sent, at quite a high charge. They have agreed to drop the charges down to $25 per article (from upper 30's and 40's).
What is your thought on this, should we have to pay since we indicated we could not?
