Laura-

Yes, u can cut them off, but u have to tell them.  If u can't get  
them to
pay an invoice, u should tell ur supervisor or the business office.

The ILL Code for the US has the very last sentence for problem  
libraries.
"The supplying library may suspend service to a requesting library that
fails to comply with the provisions of this code"

Consulting with higher ups is always right. They meet with directors and
deputies all the time and they can correct things for u (and for the ILL
community and our readers).
