[ILL-L] Thomas Ballard author of ILL book died

Earlier this month the former Executive Director of this library
passed away of lung cancer. He was the author of the 1989
ALA title, "The failure of resource sharing". He was a good
library director and was fired for political reasons. He refused
to fire an employee and was turned on himself by the board
and city fathers.

In library matters he was somewhat rigid. He believed the materials
budget should be at least 10% or more and that branches should
always be located in residential areas.

Under the subject heading of his work "Public libraries-aims &  
objectives"
one would find little scholarship these days with the exception of
Emmanuel Enujlike's 2001 Georgia State Univ. dissertation.
