We have a deposit account, but it looks like your patron can set up their own account pretty simply and pay. Choose the Business option from the main tab, then Individual under "type of account".
That said, we've had some good luck contacting publishers directly for cases like this. Sometimes, they'll just give you the issue, but even if you have to purchase the issue, it's often less expensive than buying copyright permissions for all of the articles.

Hi folks-
Can anyone give me a brief run-through on how you handle payment on the copyright clearance center website? I'm in a situation where a patron wants a bunch of articles from the same periodical and it is not something we would ever buy. Our library is not really set up to make payments to other institutions on behalf of our patrons - we only do that when a patron skips out on his responsibilities.
