[ILL-L] new library -- new problem

We get this all the time - our code is LUP, and Los Angeles Public 
Library is LPU.  I just conditional back with a note saying "I 
believe you mean to ask for this from LPU - we don't own it!"

If one is selecting the wrong code by mistake, it's not helpful to 
the borrower to be told "not owned."  Telling them that you might 
want to try UZ0 (spelling out zero might help) is MUCH more helpful. 
I've occasionally gotten the "not owned" response when that library 
is the ONLY one that owns it, and it always baffles me.  If it's 
lost, then it'd be better to take your holding off the bib record. 
But that's a different matter. :)

I think a condition would be most helpful in this case.  But that's just me!
