[ILL-L] Reasons for no

I have had the same problem.  Article title, page and volume numbers
clearly stated, but the request is turned down for the reason
"non-circulating".  I almost never ask for entire issues, simply because
almost nobody sends them, so I know that isn't the problem.   Ah, well.
Human error! If I could figure a way to eliminate that, I wouldn't need
to work.  I could take over the universe!

I have to say that I'm a bit perplexed by the use of reasons for no by
some libraries.  I continually see "No - non-circulating" for copy
requests.  I never know if that means a library doesn't send copies
(although their policies indicate they do) or if no one noticed it
clearly reads Copy.  The latest in a long string of such requests was a
clear copy request for the San Francisco Chronicle.  To help everyone in
ILL-land, maybe we could all make an early resolution to indicate
correct Reasons for No, or to notice copy requests vs Loans.
