[ILL-L] conditional responses

I can speak to that one. In fact, you very well may have received the response from us!
The Library of Michigan's Rare Book Room staff sometimes will scan and email an entire work if it that work is out of copyright and not too fragile to scan. Another limitation is size/length of the book, inasmuch as our email system limits the size of documents that can be sent.
A great many of the items in our Rare Book collection are brief and not protected by copyright, so we do provide copies when we can. If you received the "Rare book, does not circulate and cannot be copies" response from us it is, indeed, a no. The purpose of the response is to save you the trouble of asking for a copy of the book after you find out you can't borrow it.

I received a conditional response that says, "Rare book, does not
circulate and cannot be copied." Sure sounds like a no to me.
Can anyone shed some light on why a request such as that would not just
be "no-non-circulating"?
