[ILL-L] conditional responses

I see a few of these every week. Or, even less comprehensible: "checked
out."
 
I used to message back, asking them to please update with the
appropriate reason, but I reached a point where I just became fed up. To
simplify my life, now I just say NO and let it go on to the next lender.

 
Life's too short.  =)

I received a conditional response that says, "Rare book, does not
circulate and cannot be copied." Sure sounds like a no to me. 

Can anyone shed some light on why a request such as that would not just
be "no-non-circulating"?
