Hi Corette:
   Well, someone might reasonably send a follow up request to a "no- non
circulating" response, asking for pages to be copied. This response
saves them the effort of getting a "no" to that, also. If I'd gotten
this response, I'd appreciate that. (We often ask to copy pages from non
circulating items, such as genea's and local histories, etc.)

I received a conditional response that says, "Rare book, does not
circulate and cannot be copied." Sure sounds like a no to me. 

Can anyone shed some light on why a request such as that would not just
be "no-non-circulating"?
