[ILL-L] RE: ILL Code provision followup

Thanks to everyone that responded. I knew it was obvious, just couldn't see it.
A bit of background
We have a large collection of fiction/nonfiction whose sole reason for being in the North Carolina Room is because the titles are by Carolina authors and takes place in (where else?) North Carolina. Literary value is definitely problematic. Often because of small printings these are the only copies left in our system. I think we will revisit our policy of not asking for this type of material and I will take my chances in ILL Land.
Back in the day when Woolly Mammoths migrated to the gulf coast of Florida (snowbirds) I worked for a place that kept similar material in cages in their equivalent of the Carolina Room. So there were 1st edition's of Marjorie fm Cross Keys shelved with Martin Caidin potboilers all under lock and key. That changed.
The Mammoths unlike Mastodons had to be on the interstates by March because they couldn't take the heat

2.0 Purpose from the ALA Code from the Interlibrary Loan Code for the United States
2.1 The purpose of interlibrary loan as defined by this code is to obtain, upon request of a library user, material not available in the user's local library.
The key phrase is material not available in the user's local library. It's open to interpretation- according to one's definition of available. Some libraries deem something not available if they own it and it's checked out. Some libraries take a stricter view- If they own it, they can't borrow it.
JPL answers to a higher power- our local network and its parent state-wide network which says: If you own it, you can't borrow it. If your local or state network also has a Code you need to adhere to, check that out and see what it mandates.
In the case you described- the best of luck borrowing genealogy, local history, or rare (or rare-ish) books. And -if they do lend them- they restrict them to Library Use Only. As well they should. Other libraries won't loan them for the same reason you won't let your customers check them out. Soooooooo... what is the reason your customers want you to borrow the books? Are they not allowed to look at or copy Special Collection materials? The resident sabre-tooth tigers are curious to know.

Hi folks,
We are having issues with our customers wanting to ILL items we own but are noncirc (local history/genealogy room items).
I had been told that this is forbidden by the ALA ILL code but i'll be damned if I can find this in any link to the code I've explored.
If some kind soul would point out this section I would be most appreciative.
If it's obvious, name calling is allowed.
Don't suggest trying to work something out with limited circulation from our Carolina Room, I've already tried that. Felt like I stuck my arm in a hungry lion's cage or in Heather's case a hungry saber tooth tiger
