Yes, we had quite a disagreement on what this meant before and I
expected more emails about it. The reason I think it means 'on one
request' is that there's no easy way to check if a patron has requested
something from this issue before. Of course, these are only guidelines
to interpret the fair use guidelines, Ed.

I'm not sure that there is any reason to assume that "they" mean"a
single request". There's certainly nothing in the text of the law that
would lead to that impression, and none of the workshops on copyright
I've attended have ever made that assertion. Of course, neither of us
is an attorney so I can't say which of us is correct. The bottom line
is that if you want to be safe, each library should check with the legal
counsel at their institution for guidance.

When the legal code says 'you may order no more than one chapter from a
book or one article from an issue of a periodical' they mean on a single
request.
