[ILL-L] Borrowing/Lending Fees?

This starting happening to us too. I added "IFM only, unless otherwise
specified" to the Billing and Borrowing notes in our constant data.

All of our borrowing requests are sent with Maxcost of $0.  Most of the time
lenders respect this and will either say "no" or conditional the request.
Recently, however, I've had a spate of lenders who are ignoring my Maxcost
and charging us for the materials.  Does anybody have any suggestions on how
to handle this?  We're using IFM, if that makes any difference.  I've double
checked the requests this happens on and don't see any reason they'd have
gone around our Maxcost field.
