Dear Colleagues,

How do you address systematic borrowing from a single journal issue?  We
have cases where a journal publishes an issue on a specific topic that
is of interest to a patron.  The patron then requests many if not all of
the articles in the issue.  Our ILL policy lists "entire issues of
journals" under "what cannot be borrowed."  But our patrons are getting
around that by requesting single articles.  I'm concerned that this
would be a violation of copyright.  But I'm also wondering how much
effort I should expect my staff to expend watching for such "abuses."
Or should I be more explicit in our policy?

Please share your solutions and ideas.  Thanks in advance.

Since the copyright guidelines limit the number of articles that you can
borrow from a single issue, this should limit what they can get unless
they spread their requests among several different libraries.

The Rethinking Resource Sharing Initiative began in 2005 as an attempt to
promote a complete retooling of resource sharing. One of the products of the
process was the "Manifesto for Rethinking Resource Sharing." This and other

Included in the manifesto are seven principles. We want to expand on the
principles (listed below) by hearing from library staff on initiatives their
libraries have undertaken to expand resource sharing services for their
users. We will include your examples as ways libraries have taken steps to
improve the user experience. The examples can include small steps you have
taken as well as major changes. A few sentences is fine. We need your input
to further promote the principles and explain how some libraries have
implemented them.  Please send your examples to: e-ring at umn.edu.

7 Principles in the Manifesto for Rethinking Resource Sharing

1. Restrictions shall only be imposed as necessary by individual
institutions with the goal that the lowest-possible-barriers-to-fulfillment
are presented to the user while maintaining the integrity of the
institution's mandate and collections.

2. Library users shall be given appropriate options for delivery format,
method of delivery, and fulfillment type, including loan, copy, digital
copy, and purchase.

3. Global access to sharable resources shall be encouraged through formal
and informal networking agreements with the goal towards
lowest-barrier-to-fulfillment.

4. Sharable resources shall include those held in cultural institutions of
all sorts: libraries, archives, museums, and the expertise of those employed
in such places.

5. Reference services are a vital component to resource sharing and delivery
and shall be made readily accessible from any initial "can't supply this"
response. No material that is findable should be totally unattainable.

6. Libraries should offer service at a fair price rather than refuse but
should strive to achieve services that are not more expensive than
commercial services, e.g. bookshops.

7. Library registration should be as easy as signing up for commercial web
based services. Everyone can be a library user.

Hi Nora,
Well, it's not a violation of copyright if you pay fees to CCC.  But
it can REALLY add up.  I had to order 11 articles from a single title
(spread over 2 issues) for a faculty here.  The cost for
copyright??  $450.  And this occurred in January, so we're really in
trouble if anyone else asks to borrow from this journal.  I did ask
the subject librarian to intervene on this particular case, because I
figured the faculty didn't  realize or understand the kind of costs
he was asking the library to incur.  We will be subscribing to this
journal after this year, because of this.

Well, you could try and borrow the whole issue.  There is a small
list of libraries (I have a custom holding set up) that loan whole
issues of journals.

We let the patron know if it's a very costly endeavour, and if it's
for an undergrad, I encourage them to contact reference to try and
find other sources than every freaking article in the issue.  If it's
for a faculty, I may try and borrow the whole issue, but I may just
order the articles and we eat the CCC costs.

Everyone's different.  But that's how we do it.

I always cringe when this situation comes up (though a couple of times we got off the hook because it turned out we had full text in a database).  Our policy, like yours, is never to borrow (or loan) entire issues, and since we're a small library with a corresponding budget, I try to avoid the big bucks we'd owe if we ordered multiple articles from one issue.

When we get a request for multiple articles in an issue, here's what I do:

(1)  Check to see if we have full text in a database, and if so, notify the patron.  (This has worked a couple of times.)

(2)  If it's a special issue, check WorldCat to see if any libraries have catalogued it as a monograph.  (This too has worked once in a while.  Our library too gets occasional requests for "special issues" we've catalogued as books.)

(3)  Check to see if we can purchase the entire issue, either as a back issue from a publisher or from a source like bookfinder.com.  This sometimes works.  (We once got the entire issue for $18.75 when it would probably have cost about $90 if we'd had to go through CCC.  Actually, this sometimes helps even if the patron only wants one article.  One of our patrons recently wanted an article that was something like 85 pages long from an obscure foreign periodical.  It turned out a used copy of this issue was available for $10.)

(4)  If none of this works, I notify the patron and explain that s/he can either choose one article, or agree to pay for us to get multiple articles on ILL.  Since we will pay only the first $15 on an ILL request, so far all patrons have decided to get one article for free rather than to pay for more.

In the last case, I also check to see which libraries, preferably nearby, have the issue in question, and inform the patron.

Recently I found out, I think it's correct, that you can't get more than
one article from a single issue of a periodical for the same patron
without paying copyright, so I've tried to borrow some issues, and I've

How do you address systematic borrowing from a single journal issue?  We
have cases where a journal publishes an issue on a specific topic that
is of interest to a patron.  The patron then requests many if not all of
the articles in the issue.  Our ILL policy lists "entire issues of
journals" under "what cannot be borrowed."  But our patrons are getting
around that by requesting single articles.  I'm concerned that this
would be a violation of copyright.  But I'm also wondering how much
effort I should expect my staff to expend watching for such "abuses."
Or should I be more explicit in our policy?

Please share your solutions and ideas.  Thanks in advance.

Many places use a software product to help them do these tasks.  For instance, my library uses Clio.  Another popular program is ILLiad.

Hi folks, I am reorganizing the ILL department and I would like
suggestions on how other departments handle their incoming requests from
other libraries. Right now, in order to track material requested by
other libraries we create a post card with their name and address and
then attach a bar code and check out our material to them. It is then
tracked by our library system (Voyager). The problem is we end up with
hundreds of these cards and a lot of the time we have only used them
once. We also don't have control of the overdue notices. I know there is
a better way - any suggestions?

These may be available online; I know that a few years ago Nursing Spectrum started making at least some of their publications available free on the Web (which I greatly appreciated, since back around 1999 I had had difficulty in obtaining an article from the Nursing Spectrum New Jersey and Ohio editions.  It turned out the patron's search term in CINAHL had been "nursing" and out of 36,000 hits she had  requested the first two that came up).

I would love to know the answer to this too. We have had a lot of requests this term and no success in filling them.   I was told that the articles are available on the magazine's web site.  However you must be a licenced nurse in order to get the free subscription---at least the way I'm reading it.

Just to reiterate what Kelly Hensley wrote earlier this morning.  You
can find many of the Nursing Spectrum articles at the website:
http://www.nurse.com <http://www.nurse.com/>

It's hard to notice the Article Search window because it's way at the
top right on the screen now, above the logo and the colorful tabs.  I
tried a couple of searches and they did work.

Also, if you can't find your articles through nurse.com, try a Google
search on the article title and/or author. There's something odd about
the way the website indexes article titles so that you can't always find
them using the nurse.com article search, but they'll still come up in a
Google search.

We used to be able to enter a "received" date if it was other than the current date.
EX: Article actually received December 12, 2007.  For whatever reason the record is not updated in OCLC.  I want to update it today.   So now the received date is going to be March 20, 2008.  What a way to skew the stats!!!  I don't see anyway in either ILLiad or Resource Sharing that I can now enter a specific date.  Am I just missing it?
