[ILL-L] Net lender vs. Net Borrower

I know this is just a public library view- not an academic library view-
but I look at it this way:
 
Apart from getting Lending Credits from OCLC - which may not be large
but every little bit helps- being a Net Lender has at least  two
advantages:

*	
	Libraries are more willing to lend to you if you frequently lend
to them.
*	
	In some cases, libraries who frequently borrow from us dropped
the lending charges for us when we borrowed from them OR they weer
willing to "go the extra mile" on our customers' behalf.

As for being a Net Borrower...  I was a bit concerned when our Borrowing
more than doubled last year well in advance of the current fiscal
crisis. I know that in our state, you can almost hear the sounds of
library budgets being stretched and numbers being crunched.  ILL is
being looked at as a way to provide customers with titles that the
library can't afford to buy or replace.  On the other hand, being a Net
Borrower also shows that the library isn't buying or stocking what its
customers need.  In the case of an academic library, ILL Borrowing may
reveal areas where the library unknowingly isn't supporting the
curriculum or addressing patron demands.  ILL, in this case, would act
as a tool for Collection Development.

What is the impacts or implications of being largely net borrower (or
lender) for a medium to large academic institution? Should I be
concerned about finding ways to bring lending and borrowing numbers more
in line with each other? Thanks for you suggestions.
