Have you checked with the Illinois National Guard?  Military units often
keep a sort of archives of their publications and someone at the
Illinois NG Headquarters might be able to help you track down a copy of
the article.

      We have a professor who needs an article from this journal. It
seems no one listed on OCLC has a copy of this issue. The citation I
have is for Vol: 1, Dec 1933. The article is "Is the National Guard
impressive to the average citizen?" Any information will be appreciated.
