I think you are making an assumption about a patron making multiple
requests. The statement itself is in regards to a single request -
therefore I would say the law below holds for a request in an insular
fashion . The law does not forbid future requests from a patron from a
previous intellectual work which they requested from in the past. The
law itself does not assume either that retention of prior patron records
should be held to maintain the structure you are interpreting it to be.
I would interpret this as no more then one article per request from a
single intellectual work.
