[ILL-L] Chapter from an e-book?

How do you handle ILL requests for a chapter from an e-book?
We've had numerous requests to borrow e-books, and we Just Say No. But we just had an ILL request for a chapter from an e-book. It's an e-book we "own" (purchased from NetLibrary) rather than lease (or whatever the terminology is), and it's a 19-page chapter from a 311-page book, so presumably it's "fair use." Should it be safe to print this chapter out and send it? (We don't charge, if that makes any difference.)
