Well, if we had it taking up space in our stacks we'd probably loan it.
However, SDS and most libraries don't keep years of newspapers unless
they are on microfilm. 

They'll probably have to go to Houston to see a paper copy unless the
library or the newspaper office will loan.  But, you never know unless
you start digging - maybe some library in Texas does have paper copies
this far back and will loan if you promise that it won't leave your
library and it's send back by FedEx, insured.

I have a faculty member that wants the June 2, 1985 edition of the
Houston Chronicle loaned to him through ILL. I've never heard of this
being done. Does anyone loan a newspaper?
