I saw that too.  The registry gave me the option to uncheck categories
in Editor mode.  Problem is you will see:a "No policies defined for
this" type message which is a bit misleading.  

It's back to the yes or no problem like the one we had with AV in the
Policies Directory pre-deflection. There's no notes field to say: we
only lend to Canada or we only send copies of a certain page length,
etc.  It's all well and good to have all or nothing statements from a
programmer's point of view, but lending policies aren't so clear cut.

I went into my registry to update a few things and there are only 2
choices for lending/copying outside "my country" - free or fee.  There
should be a 3rd choice - we don't lend/copy outside the country period.
