Hi Ed,

Bayerische Staatsbibliothek (GEBAY) is an excellent resource.  While
they do not accept requests via OCLC, you can email them an ALA/IFLA
request form to the following address:

fernleihe at bsb-muenchen.de

If I recall correctly, their standard rate for a loan is 3 IFLA
vouchers.  Our experience with them as a lender has been
overwhelmingly positive - they will respond quickly to email requests
and queries, and are happy to refer you to other Germany libraries if
they don't hold the material you are looking for.

One note, however - the Bayerische Staatsbibliothek requires the call
number (Shelfmark/Signatur) from their OPAC in order to process a
