[ILL-L] Print journals with web artciles

Our serials librarian takes all of our journals with online components and
sets up our proxy server so that students are automatically logged in to the
electronic portion if they access the journal website while on a college
connection.  My understanding of her explanation of this was that the online
items are things that would have been printed if there were space and as
such are an extension of the print subscription, subject to the same usage
terms as the print subscription, simply in a different format.  Using this,
I fill requests for online components as if they were printed.  Our director
(who is our copyright contact point) said that this was OK as there was
never an opportunity for us to negotiate for a contract - simply that online
components were included with our print subscription and to use them as if
they were printed.  Obviously, it's very different if you're getting at
online content through a database subscription.

We received an ILL request for an article from a journal that now includes,
in the print version, a table of contents for web exclusive articles.  We
paid for a print subscription with no indication of web content and
therefore there was no negotiation for ILL of the web content.  I see the
web exclusive articles as available for ILL as they seem to be part of the
print version.  Has anyone come across this and do you openly fill web
articles through ILL?  Thanks for your input.
