Thanks for sending this to the whole group.  It also helped to clarify
the situation for current SOLINE and S06 members. 

JPL has been a free lender for years. However- over the past year- we've
noticed more and more libraries from across the USA who borrow from us
for free but who charge us for loans or copies.  After considering our
current and upcoming fiscal constraints, we find we can no longer afford
free loans and copies for everyone. As of October 1, we will begin
charging these fee-lenders for loans and copies.  We welcome reciprocity
agreements with other libraries and SOLINE and S06 membership is one way
to do this.  We will continue to honor present reciprocal arrangements
via LVIS, FLIN, SOLINE, SO6, et al.

TGIF everyone! Normally I'd try for a pithier subject line but today I'm

going for clarity. Apologies to those of you who will get this 4 times 
because of the cross posting!

I've gotten a bunch of questions and comments about the SoLINE and SO6 
groups and INCOLSA member's ability and obligations to participate. In 
Indiana libraries don't charge each other for loans of materials. We do 
that partly because we're the Indiana library community and we see that 
as being part of that community and, partly because with the state-wide 
delivery system there are no incremental costs to lending. Because we're

Indiana, a single state, it makes it easy for us to do make that 
commitment to our fellow Hoosiers.

Now there's this SoLINE and SO6 thing, what's that all about? Easy, it's

another option for Indiana libraries to easily identify libraries that 
will loan to them without charges beyond the postage and packing when 
you return the material. Members of SoLINE agree not to charge each 
other for loans and are encourage not to charge each other for copies. 
Members of SO6 go a step further and agree not to charge each other for 
copies. Think of it as another LVIS.

ANY library can join SoLINE and SO6, even without the Indiana State 
Library/SOLINET agreement you could have been a member--what's different

about this arrangement is that because the State Library is a member of 
SOLINET you can choose to join SoLINE even if you don't have holdings in

WorldCat. If you want to be a member of SO6 you still must have your 
serials holdings in WorldCat at the summary level (level 3).


_Do you HAVE to join SoLINE and SO6?_ Nope, totally up to you.

_If you join SoLINE do you have to join SO6?_ Nope, you can join one 
without the other. Please do remember that if you join SO6 you will need

to get your serials holdings in WorldCat but you should do that anyway.

_If you join SoLINE do you have to treat them as if they were Indiana 
libraries? _ No. You can have more generous policies to Indiana 
libraries than to out-of-state libraries. That might mean allowing 
renewals or loaning AV in-state but not out-of-state. That's completely 
within the SoLINE agreement.

_Should you use SoLINE libraries instead of Indiana libraries? _ Gosh, 
no. You should use Indiana libraries before going out-of-state.

_How would I use SoLINE libraries in my custom holdings? _That would 
depend on your library and arrangement you might have. You might start 
out by putting SoLINE libraries in your custom holdings path and trying 
it out. Just as with any group some libraries are going to be better 
performers than other so you'll want to make adjustments as you find out

who's fast and who's not so fast.

_Can I start borrowing from SoLINE libraries right away? _ In order to 
enjoy the "no charge" arrangement you must become a member of SoLINE. If

you're interested let us know and we'll work with SOLINET to get you 
profiled into the group.

_How will I know when I'm in the group?_ When you see the group symbol 
in your policies directory record you're in . (SL#N for SoLINE and SIXX 
for SO6)
