For the most part, the OCLC Policy Directory is very useful and the
direct connectivity to libraries online catalog from the holdings record
is also very useful. Most OCLC libraries use the Policy Directory to
customize their holding paths for borrowing which makes daily workflow
easier. And you are right the Policy Directory is only as good as we
make it.
Sometimes we take great tools such as OCLC WorldCat and OCLC ILL for
granted since we used them for so long.

As a Non-OCLC library, we get our information mostly from websites and
assorted directories. So if you don't have your lending policies up on
your website (costs, turn around time, etc.), be prepared for phone
calls or the occasional faxed/emailed request.
The free system doesn't have the policy info we need, nor is there any
way to assess accuracy or currency, so it's not all that useful.
The lack of access to the directory isn't a barrier so much as it's yet
another hurdle in the process. Given the chatter I've seen admonishing
folks to update their directory entries, I'm thinking it can't be that
useful.
