Do you think it's because we pay for this access; just as we don't have
access to ILLIAD unless we pay for it.

My 2 cents.

I am not sure why it is password protected, but I think their solution
for no-password access to the Policies Directory is the WorldCat
Registry (http://www.worldcat.org/registry/institutions). Last I heard,
they intended to have the registry eventually replace the Policies
Directory entirely (although I think they were planning on different
levels of access). It would be nice to skip the login, although for
now, there just isn't enough information in the registry...

Colleagues,
Maybe I've missed something all of these years, but is there any type of
no-password access to the OCLC ILL Policies ? (URL below)
https://illpolicies.oclc.org
It occurred to me the other day that if I just want to get contact or
policy information -- I don't want to edit my library's information -- I
still need to access the database using my username and password. I
began to think that this creates barries for those non-OCLC libraries.
How do they do get OCLC libraries' contact information? Even closer to
home, wouldn't it be nice if we all -- OCLC libraries especially --
could get this information without having to do the username/password
step?

So, if I am correct that username/password access is required -- why?

Thanks, Douglas.
