[ILL-L] "Welcome Indiana libraries"

So- Will Indiana libraries lend to SOLINET libraries without charging
them? We're a SOLINET and an LVIS library that has been free-lending to
Indiana libraries but it is only reciprocated except by Indiana LVIS
libraries.
