[ILL-L] Unfilled status

We have the same problem, and then we have to put the request back in. I 
can see how this feature is useful for bad article cites - but it 
shouldn't be an option for "loan" requests, only "copy" requests. As it is 
now, I don't consider it a feature - it's a bug!
