I believe that the current legal injunction applies only to requests for
electronic delivery made through Subito, Germany's document delivery
service. Requests for loans and copies supplied via Fax or mail should be
unaffected by the legal proceedings. Subito has since come to licensing
agreements with most of the publishers involved and as of January 1st of
this year, but I'm not sure if they've resumed electronic document delivery
to countries outside of Germany, Austria, and Switzerland yet. Does anyone
out there know for certain (even Subito's website is sketchy on this)?
Although Germany has a national resource-sharing initiative, many individual
German libraries will accommodate requests from libraries in the U.S..
Unlike the UK, where it seems all requests from abroad must go through the
British Library Document Supply Centre, it appears that in Germany local
institutions can choose to lend on their own if they want to.
