[ILL-L] Covering charges for your ILL patrons

Most libraries make policies concerning those decisions based on budget
constraints.  We do not charge anyone for any Interlibrary loan, even
pleasure reading, unless we are charged by the lending library.  And we
always ask the patron if they are willing to pay before we accept a
loan/copy that has a charge.  The reasons for the request do not matter.

If a student needs an ILL item to complete an assignment, is it
appropriate 
to charge him/her for an ILL? After all, the student did not make up the

assignment, nor is it their fault that the library does not have the
items 
needed to do their course work.

Students who just want an ILL for leisure reading are in another
category. 
Public libraries do not fall into this category.

If a faculty member is required to publish, is it the responsibility of
the 
university/library to support their research?
