 From my experience requesting materials from DLC (of which I have 
had mixed success), they use "unspecified" for EVERY SINGLE REQUEST 
they cancel.  Why?  Dunno.  Could be because they get upwards of 3 
billion requests a day or something. ;-)  But my guess is the thing 
probably isn't on the shelf.  One of our faculty was at dispute with 
them a few years back, because I ordered some microfilm they 
had.  They responded that they did not own it.  But she was AT the 
DLC and had the MF in her hand the previous month.  It took a couple 
more requests and much more detailed information before they said 
that yes, they do own it and they loaned it. :)
You might try the British Library's catalog, depending on the subject 
matter.  They don't always have material catalogued in OCLC, but if 
you look at their catalogue, they often have the things.
