[ILL-L] return address labels

We are considering eliminating our procedure of including return address
labels. As lenders, we have noted that most libraries return our
materials with their own labels, so including a return label is an added
step for processing both outgoing loans and incoming returns (when the
book is returned, we have to remove the unused label). When over 90% of
libraries do not use the label provided, it seems unnecessary to provide
a label in all of our loans, when only 10% are used. Our return address
is on our book band, so that could conceivably be cut out and used as a
return shipping label if needed. We would also be willing to send out a
supply of return labels for libraries that want them.
