[ILL-L] Copies of Copies...Ill Infraction or...?

Hello all,
 
I'm new to the *serv but wondered if you might be able to help with a current quandary.  I've noticed recently that a student worker is taking ILL requests that we have submitted for other students and making a personal copy for herself.  Is there an issue with this?  I mean.  There are several issues that come to mind...but should I make a big deal out of it?
