[ILL-L] Looking for two reports

I have a patron looking for these two reports.  I have even tried contacting the agencies directly with no success.  Does anyone out there have any ideas?
 
I have an US ACE report -  Report of Findings: Lake Superior Classified Barrel Disposal Site. Defense Environmental Restoration Program for Formerly Used Defense Sites. Project No. E05MN025501.  In the report they say that the report contains no recommendations - but that recommendations can be found in the PSS (project summary sheet) for E05MN025502 . Is this PSS available?
