[ILL-L] Change in billing schedule for NEUNEB / UNM

Starting in 2008, the McGoogan Library at the University of Nebraska 
Medical Center (NEUNEB / UNM) will bill libraries on a quarterly basis 
(e.g. Jan, Feb, Mar charges to be billed in April, etc.).  We hope this 
will save some trees on our parts and make payment processing easier for 
our borrowers.
