[ILL-L] Responding No - not found as cited for book

I get these perhaps once a month, more often in response to requests for loan than for requests for copy (which I take as testament to my coworkers ability to get the citations right in the first place), and I get them most often and most regularly from very large, well endowed academic libraries.
If this reason for no could be enabled only for COPY requests, or if the kick-back to unfilled feature could be limited only to COPY requests, it would function as intended without punishing borrowers for lenders mistakes.

That or I would suspect that they are possibly small libraries whose
staff doesn't have time to keep up with the listserv and doesn't know
about the WRS updates list, and thus doesn't know it will send it back
to you now... If the change had happened prior to my taking over ILL
here, it could have easily been missed by the student worker whom was
handling it before, because she barely had time in her work hours to get
the ILLs done (among her other duties), much less keep up with what is
going on in the greater world of ILL...

I am sending out this plea for libraries NOT to respond "NO - not found
as cited" to book requests. If you do not own the book, please respond
"NO - not owned." When you respond "NO - not found as cited" the
request is canceled and the borrowing library has to create a new
request.
This morning I had such a request from the first library in the lending
string. If the library would have responded "NO - not owned," then the
request would have gone to the next library in the lending string.
My guess is that they either
a: selected the wrong Reason for no or
b: they have their settings wrong in ILLiad and they think they're
selecting the correct reason.
I'm afraid we were guilty of this a while back when the lender added
some new reasons for no, and we didn't know that you can't modify those,
due to ISO standards.
I'm betting it was just an error. Now, if I could get libraries to
CONDITION for bad cites for journals, that'd be all the better. :)
