[ILL-L] Question for Libraries that
ParticipateinState-wideborrowing / lending programs

In Florida, the process is less centralized. In the Florida Library
Information Network (FLIN), multi-type library cooperatives and networks
oversee resource sharing and other duties (such as continuing education)
by region. One of the cooperatives oversees the statewide delivery
service for ILL and for the State Library's library film rental service
which operates independently from ILL. The State Library serves as a
referral center for libraries that don't have access to or can't afford
OCLC costs- mostly correctional facilities and smaller public libraries.
These requests are routed to a handful of larger Florida libraries. A

OCLC- not through a central hub. There are some in-consortium and
inter-consortium lending agreements in parts of the state but nothing
statewide.
At JPL, ILL is part of the Special Services department, along with Books
By Mail. Our library gets a fair number of materials put in our
bookdrops that do not belong to us, so the staff investigates who they
belong to, determines if they are or aren't an ILL book, and then
returns them to the owning libraries. Over the years, Special Services
has been "under" different types of supervision and once included
Talking Books. We are now part of the POP-FIC department but work in a
non-public service area. We help man the library's Call Center. The
existence of in-state regional library networks have helped us group our
custom holdings groups so we're requesting the majority of our materials
from libraries closer to home, then expanding out to cooperatives
adjoining our region, then to other Florida cooperatives before going
out of state- according to the FLIN protocols.

Does your library participate in a statewide borrowing program like
OhioLink, MelCat, or Pascal? We are interested to learn more about how
this service is incorporated into your library's organizational chart.
Is this service located in the ILL, Circ, Access Services, or some other
department in your library?
We are new to statewide borrowing and interested in learning more about
how other libraries have structured these types of programs.
