[ILL-L] Entering library code multiple times ~ ?

Some time ago OCLC, responding to libraries requests, had a formal "Enter my symbol twice" list.  These were libraries that didn't feel they had enough time to respond to their requests in the 4 working days allowed by OCLC (perhaps due to lack of staff and/or volume of requests received).  

Libraries that want you to enter their symbol 3 to 5 times do so for any number of reasons.  I believe they typically find that 8 days isn't enough time to answer all their reqeusts, or the library might be a county-wide library with several branches, and the ILL is handled by the main branch.  Recently I sent an OCLC request to a government library in Canada that attempted to get an item for me directly from the governmental agency that published it (the first round of requests came back as "unfilled" from the two libraries that owned it..both in Canada).  They asked that I enter their symbol 5 times, to give them enough time to track the item down.  I'm pleased to say they were able to send both requested items, although it took a little longer than normal.  I noticed the * next to the symbol moved to the 3rd position before they responded on one, and the 4th position for the second item.

Please forgive me if I missed an explanation for the query raised by Mr.
Peterson (below) about libraries asking that their codes be entered more
than once.  We've run into it with a couple libraries this week (Lib of
Congress, for example, asks that you enter them 5x; a local library
wants to always be in there twice) and we in the back room here are now
wasting our time on idle speculation.  It is rampant idle speculation at
that.  I've searched the list archives with no luck.

  Anyone else had this happen to you?   I requested a 2006 book
(relatively new) from HCO (Hennepin Co--Minn)  they requested that I
resubmit the request in OCLC with HCO entered five times.  Checking
their policies they routinely request that you put HCO  in twice.   My
only theory is that entering our library five times for a new book is a
way to give their patrons maximum access to the book before they
surrender it up to an ILL request.
 
  Always something new---that's a good thing right?
