Hello Ed,
The restriction to one article per issue has nothing to do with the
CONTU guidelines (CCL/CCG) and therefore date is irrelevant, until the
item becomes public domain. The exemption that permits ILL (section 108
of the code) states that it only applies to "no more than one article or
other contribution to a copyrighted collection or periodical issue".

I'm trying to refresh my memory - we have a student who wants two
articles from a single issue of a journal published in 1995 (CCL). Is
that cause for copyright? I would say no, as long as we stay under five
for this year of the journal, as a rough idea. What do other people do?
