[ILL-L] fines for overdue ILLs

At JPL, circulating ILL books are checked out to the customers' library card account. They are charged late fees at the same rate as for JPL books, but - if items aren't returned a month after they're due- customers' library card accounts and ILL accounts are blocked. If an invoice is provided by the lender, that cost is put on the customer's library card account. If the lender hasn't provided an invoice, we put a default charge of $100 on the customer's account. If we end up paying the costs for the customer, the customer's library card is blocked until they reimburse the library.
Our reminders and notices warn delinquent customers about what will happen if ILL books aren't returned in a timely manner.

Yes, I have to take care of this on my own (though I am now getting some help from the Circulation manager on collecting fines, and if we can't collect we call in the Business Office). Like you, we don't "check out" ILL items to our patrons; I just make sure they are our patrons (we get people with no connection to the college who want to use our ILL-sometimes because the local public library has suspended their ILL privileges).

At GLG, we have a fine of $2 per day, but with a 5-day grace period, so if the book is returned within five days of the due date there's no fine; if it's six days late, there's a $12 fine. We don't fine faculty, but if a book is more than a week overdue, I may refuse to order any more ILL until the book is returned.
