Good question.  Our courier service is managed by one of the consortiums
in-state.  They handle all the payments for books the borrowing library
says were returned and cuts a check for the lender.  They never
justified it.  They just flat out said they wouldn't pay it and would
ignore it on the invoices.  So, we had to factor it into the cost of the
book as a workaround.

We levy fines on end-users to get materials back, not libraries who are
trying to get materials back from their patrons.

How does that payer think the "no processing fee" position is

JPL doesn't charge fines. We, too, are affected by slow delivery
systems.
But--WOW!- if we did... ILL could be a real moneymaker for JPL.
We do charge a processing fee but that's included in the replacement
fee.  And included only because one of our in-state frequent payers has
a "we don't pay no steekin' processing fees" position while our circ
policy requires us to levy it.

I know how slow the mail system is and getting books back and forth.
Especially if it a book from one of your branch libraries. I just remove
any overdue fees.

Hello,
I have recently become responsible for ILL at my library and have
noticed an abundance of late fees in our system for books that we have
lent to other libraries. My question is this: Is it normal to charge
borrowing libraries for overdue items? We have recently received an
invoice from another library for an item that was 2 weeks overdue, so I
just want to get an idea of other library's policies concerning this
issue. I would greatly appreciate any help or advice you can give.
