Actually- our "difficult" group deals more with libraries where:

We had difficultly getting the book back from the customer and
requested an invoice. The library/its accountants dragged its feet
about getting us an invoice and/or its FEIN. We kept reminding them.
They knew about the delays on their part. But, they blocked us for
being so slow to pay.

The ILL staff accused our customers of removing pages/plates
from the loaned book and waited months after the book's return to
contact us about it. Happened twice last year with two different
customers (who had a history of being highly responsible) and two
different libraries. One eventually admitted that the missing plates
could have been the work of one of their customers. The other was over
the top sarcastic and offensive about the situation.

The ILL staff of a library who -by the rules of the network and
circumstance- happened to be our biggest lender accused us of making "a
habit" of losing its books. Our customers lost 2 the previous fiscal
year, one (which was subsequently found) last FY. The library in
question is a frequent customer on our lending side.
We do recognize that according to the Code, the circumstances were
really "our bad" but the rocky journeys to resolution were ones we chose
not to take again if we could avoid them.
We mark problem borrowers with an RV next to their name in ILLiad.
There are certain genre/type books we don't lend them because they
frequently 'lose' or maul them. OR they frequently keep books LONG
after our 60 loan period. OR there was a problem in Borrowing so we're
keeping a close watch on what we lend them.
We recognize that the more one loans to a particular library, the more
likely it is that books will be lost or damaged. All (so far) of the
libraries in our last resort group in Borrowing and our RV (Review)
group in Lending are in our state network.

We are supposed to use NAAL (Network of Alabama Academic Libraries)
member libraries first, then anything else in state. After that,
libraries that we have reciprocal agreements with, then other libraries.
We have a list of those libraries that are "difficult" to work with,
and do try to avoid them whenever possible.
To set up reciprocal agreements, we have just emailed and asked.
Occasionally a library sends us a form, but generally, just signed
letters agreeing not to charge each other is all we have used.
"Difficult" to work with has included losing books and refusing to pay,
after acknowledging they had received the book. Chronic late returns.
Chronic saying Yes, they will supply, and then taking a week or more (or
never) to send an item.

We're honorbound by state ILL protocols to check with libraries close to
us and then go out from there throughout the state, then on to SOLINE
and S06 network libraries, to LVIS libraries, then to free lenders, to
reciprocal lenders, and then- lastly- to "last resort" lenders. In this
last group are libraries that are: the DLC and then libraries that are
free lenders but have been extremely difficult to work with or their
integrity is in doubt. We're also careful in lending to last resort
libraries because of these bad experiences.

We set up lots of groups, and then in the paths we put the groups at the
top that we want to borrow from first (closer, cheaper, etc.). When we
make a request, OCLC looks at the libraries in the first group that have
the item and randomly orders them, and then OCLC goes to the libraries
in the second group that have the item and randomly orders them, and
OCLC keeps going down the list of groups until it has five libraries or
runs out of groups, Ed.

We have reciprocal agreements with non-LVIS libraries, it works pretty
well. We use the OCLC custom groups and paths and they randomly pick
libraries, Ed.

Hello,
Can anyone tell me how to go about setting up reciprocal agreements with
other libraries? We are an LVIS lender but I often feel like I end up
choosing the same lenders even though I really do try hard not to.
How do you decide which libraries to contact? Do you do it
individually... based on their collection, or other criteria? It seems
time consuming, but this might also be a good "summer project".
Or, is it a moot point to set up a reciprocal agreement with anyone
since we are LVIS? The other library would have nothing to gain since
we already lend to them for free.
