[ILL-L] RE: ILL fees

We started charging $2 for ILL's received and an additional $2 fine is
assesed for items not picked up.  Our requests went down by 50%.  We felt
this was enough to discourage "frivolous" requests like movies they can
rent at Blockbuster and old, old paperbacks, etc. but were not enough to be
punitive to those with little income.  The costs were just getting out of
hand.
