[ILL-L] Seeking publication date range

I have a patron seeking to borrow all of the monthly issues of a couple publications.  My problem is that I have not been able to determine the month and year these publications began and ended.  Does anyone know of a website or database where I might find this information?  The publications I am currently seeking are:
 
Heating oil prices and margins (OCLC # 5222721; DOE/EIA-0013 )
Monthly petroleum product price report (OCLC #4508236;  DOE/EIA-0032)
 
Both of these were published by the U.S. Department of Energy.  I've searched their website but still haven't been able to find the specific date range of the issues.
 
Any help in finding this information would be most appreciated!
