Hi Patrick,
IFLA (International Federation of Library Associations and Institutions)
vouchers are used to pay for interlibrary loan transactions for
materials from libraries from outside the United States. You can buy
them from Nylink:

Thanks,

Subject: [ILL-L] Question: what are IFLA vouchers
Hi!
I've been asked by a library in Holland to reimburse them by sending
them a couple of IFLA vouchers. I have no idea what these are, how to
find out about them, or where to get them. Can someone please enlighten
me? You can email me offlist at ppadovan at trlib.org
This list is the best list ever!
Patrick @ UOJ
