After calling first, I make a dummy OCLC copy request and set the proper
amount in the fee field.

    I've been asked by a library in Holland to reimburse them by sending
them a couple of IFLA vouchers. I have no idea what these are, how to find
out about them, or where to get them. Can someone please enlighten me? You
