[ILL-L] Changes to IUA Lending Practices and Charges

Effective September 1, 2008, the University of Texas at Arlington
Library (IUA) will begin levying loan/photocopy charges with libraries
and institutions that are not members of TexShare or are not signers of
the Amigos, Amigos/BCR or LVIS reciprocal ILL agreements. We will no
longer use the "we don't charge you if you don't charge us" approach.

This change will be noted in our OCLC policy statement and we will begin
replying using conditionals to requests made by non TexShare, Amigos,
Amigos/BCR or LVIS libraries informing them of their options. Options
will be:
1.	to be billed for ILL service 
o	$12 per copy (up to 50 pages), or 
o	$15 per loan transaction (plus the cost of shipping if oversees
or expedited service is requested), or 
2.	to establish an individual reciprocal agreement with us.

A reciprocal agreement form will be sent to you upon request and
considered on a case-by-case basis. We ask that those libraries that had
signed a reciprocal agreement with us in the past start fresh with us at
this time, signing a new agreement.  

Our preferred means of billing will be through IFM, but we will invoice
on a transaction basis if you are not an IFM user. For foreign libraries
that do not use IFM, IFLA coupons will be accepted as a means of payment
or we can invoice you.
