[ILL-L] Help finding an article

I am trying to find a paper for a faculty member.  The citation that he gave
is
 
Bower, F.L. et al (2000) A Synthesis of What We Know About the Use of
Physical Restraints and Seclusion with Patients in Psychiatric and Acute
Care Settings..  Worldviews on Evidence-based Nursing. 7(1), 22-44.
 
After a good bit of looking, I see that Worldviews wasn't published in 2000
but was (probably) Online Journal of Knowledge Synthesis for Nursing.  I've
requested from several OCLC lenders who say that they have this alternate
title for 2000 but that this volume is missing and/or that there is a policy
problem.  I managed to track down a 2003 update (same authors, title and
journal as the original citation) and submitted several requests for it and
got the same rejections.  Does anyone know where we might find this article?
Am I even looking for the right thing?  My patron doesn't want to pay so at
this point I'm afraid that we're out of luck finding what is, according to
my faculty member, quite a basic article on this topic.
