[ILL-L] Request to borrow a journal issue

[Document Delivery]

We've tried this four times on OCLC. Can anyone lend us:
 
West Virginia history :
a journal of regional studies
 
new series v.1, no.2, 2007, published by University of West Virginia (it
was published by West Virginia Historical Society through 2006)?
 
We are LVIS, but will pay if needed.

I have a few questions for the list. 

1. Do any of you utilize a document delivery service (i.e. Infotrieve,
Ingenta, Information Express) in conjunction with ILL? If yes, what has
been your experience with these services.

2. How does your institution handle copyright fees? Does the institution
pay all fees? Does the student pay part or all the fees? Do you tell the
patron "no" once you reach 5 copies?

 

And lastly, how do you search the ILL-L archives? I went to the website
& found the archives, but I didn't see a way to search them.
