It looks like this might only be held by Japanese libraries.  I found the following cite on NACSIS:

The volume/issue and date looks like it matches your cite.  I tried the ISSN in WorldCAT but got no results.  Some Japanese libraries have Ariel, and they may be willing to send a copy.  See for instance:

Some will have OCLC symbols, so you'll need to investigate each holder and check their policies closely.

I'm trying to locate the following publication:
 
                            Goldsmith, Myron.  "The Tall Building:
the Effects of Scale." Quarterly Column (Japan) 6 (April 1963):
38-48.

 

It was cited in:
http://www.artic.edu/aic/libraries/caohp/goldsmith.pdf, but I am not able to locate this journal in Worldcat or on the web.

I found a lot of websites by this title, but what I am looking for has to do with Japanese architecture.

 

Any ideas?
