[ILL-L] Copyright - magazine cover copies

My (newish) understanding is that this would be OK because the dates needed
are more than 5 years old.

With as many situations that have been covered in recent copyright
discussions I still can't figure this one out:

A patron needs copies of all the covers in a year run (1960) of
Cosmopolitan, for a school project. The covers are not text, but the
photograph would be copyrighted, and of course the entire cover would belong
to Hearst. We don't own a print subscription, nor do we own microfilm.

I've checked with the CCC and this magazine is not covered, and that's about
as far as I can get.

Any suggestions would be very helpful. I'm pretty copyright ignorant, and
this one has stymied me.
